Hundreds of new cadets are being introduced to Evidence-Based Policing (EBP) through a new module at the City of Cape Town’s Public Safety College.

The course was developed in partnership with the Institute for Security Studies (ISS), the City of Cape Town, and the Western Cape Government. 

Evidence-based policing (EBP) employs effective tools to identify crime patterns, target responses, and reflect on what works. The course introduces key EBP concepts such as problem-oriented policing and organisational innovation, and draws on local examples, including the hotspot strategy piloted in Cape Town in 2024. College instructors are delivering the module across multiple classes between June and August 2025. The course increases the recruits' awareness of EBP principles. They include applying best available evidence in strategies and daily policing decisions, and assessing outcomes in a results-oriented approach.
