This is a crucial, urgent question, as the country has to grapple with crime and corruption to secure democracy, growth and inclusive development. 

Important insights were shared at the Panel discussion with Lawson Naidoo (CASAC South Africa), Adv Dr Lt Gen (Ret) Godfrey Lebeya, former Head of the DPCI in the South African Police Service and Detective Assist. Chief Constable (Ret) Bernhard Egger, formerly Bavarian State Office of Crime Investigation, Germany.

A transparent, well-founded appointment process is crucial and can be prescribed by law - where an independent panel assesses candidates and guides the decision making by politicians or parliament.

The profile of the person capable of leading and managing a large, complex institution in a challenging context should be defined clearly. 

An institutional culture of learning and development, of excellence and meritocracy is essential, also to fight impunity and ensure accountability. Such an organisational culture will facilitate cohesion, and the growth of the most promising top candidates gaining experience in the organisation.
