As the Dullah Omar Institute at the University of the Western Cape (DOI) stated in its invitation, "this Memorial Lecture Series celebrates the memory of a person who worked tirelessly towards, and achieved so much in realising the goals of human rights and democracy. The Dullah Omar Institute and the Faculty of Law honour the late Dullah Omar with a lecture on human rights and democracy in his name. As a fighter for human rights and democracy, he leaves behind a rich legacy from which we draw inspiration and guidance."

Steadfastness, accountability, professionalism, fearlessness - these are just some of the attributes used by Prof Tinashe Chigwata, Head of Multilevel Government at the DOI, to introduce Prof Thuli Madonsela as the Speaker at this year's 13th Dullah Omar Memorial Lecture.

In her wide ranging speech, Prof Thuli Madonsela described Dullah Omar as the ultimate strategist. During his time as Minister of Justice in South Africa, many of the laws drafted were required by the Constitution. Madonsela reflected on Dullah Omar’s diverse, highly praised capabilities applied in judicial system reform. She underlined the importance of having a vision, transparency and openness in the transformation of legal services and the law in South Africa.

She emphasized the value of the Equality Act as well. When it was drafted, Dullah Omar also looked to Sweden, Denmark and Germany for an exchange of experience.
