The report examines the nuanced dynamics between migration governance and the rule of law, with a particular focus on Ethiopia and Kenya as case studies. Strong legal frameworks and effective migration management measures provide these countries with a solid foundation for consistent migration governance in line with the rule of law. However, policy revisions, as well as more dependable policy implementation and enhanced protection of migrants' rights, are required to improve their migration regimes. Filling these gaps is crucial if Ethiopia and Kenya are to enhance their role in migration governance at the continental level.
